IJA, or the Independent Judges Association, was founded in 1998 as a subset of FOSH. It was formed to provide a source of qualified and trained gaited pleasure horse judges to preside at open, saddle club, and gaited breed-specific shows. Although IJA judges are qualified to judge non-gaited horses, the primary emphasis of this program is on gaited and walking horses.
